PACT debate speaks of larger issues

From the Monday, March 26th’s Orangeburg Times and Democrat:

In mid-March, members of the South Carolina Senate announced the “death” of the Palmetto Achievement Challenge Test. More accurately, a handful of Republican senators reworked language into a broader House accountability bill demanding the replacement of PACT by 2009.

But the PACT is far from gone. A conference committee of representatives and senators will need to meet and work out the dramatic differences between their respective bills. While the Senate version specifically demands the elimination of PACT, it places authority with the State Board of Education, the Education Oversight Committee and the State Department of Education to develop a new test. The House bill works to expand the total testing burden and also micromanages the bidding requirements of the new test….
